Finger tattoos and cuticle dots can be super elegant but the hand is a very complicated area to tattoo. The skin exfoliates at a faster rate then the rest of your body and each side of the hand is a different skin. The lines may have to be a little bolder than you may expect and your idea may not work in all areas of the hand and fingers.
Additionally, I do not tattoo hand/necks/faces as FIRST tattoos. I want to guarantee that your first tattoo is the best experience it can be! Hands can be a difficult area to heal.
